HayatForMayor: One Year of Free Golf for Criminals Who Stay Crime-Free
Winnipeg, MB — Mayoral candidate Umar Hayat (HayatForMayor) is proposing a new rehabilitation initiative that rewards positive change instead of repeat crime.
Under the proposal:
- Individuals with a criminal record who successfully remain crime-free for one full year after completing their sentence would qualify for a free one-year municipal golf membership.
- The program would not apply to anyone who reoffends during the eligibility period.
- Participation would require meeting all legal obligations and maintaining a clean record during the qualifying year.
“Punishment alone does not always stop repeat offending. We also need incentives that encourage people to rebuild their lives. Golf teaches discipline, patience, respect, and personal responsibility. If someone makes the choice to stay on the right path, our city should recognize that effort.”
The proposal is aimed at reducing repeat offences by encouraging healthy recreation, positive community engagement, and long-term rehabilitation.
“Our goal is safer neighbourhoods. If a simple incentive helps even a small number of people avoid returning to crime, it benefits everyone.”
HayatForMayor believes public safety requires both accountability and opportunities for rehabilitation. The campaign continues to advocate for strong action against violent crime and repeat offenders while supporting programs that help individuals successfully reintegrate into society.
